Nebraska City Public Properties Director Dan Giittinger urged motorists to stay home if they can and warned residents that up to four more inches of snow are expected.
Giittinger said it is heavy, wet snow that makes travel treacherous and makes it easy for a car to hydroplane.
He said the roads could get slick later today if the temperatures drop the way they are forecast.
Road crews have made passes by some residential areas, but are concentrating primarily on the main roads.
