These 19 fatalities occurred in 16 crashes Twelve of the 17 vehicle occupants killed were not using safety belts Two fatalities occurred on the Interstate, thirteen happened on non-Interstate highways, and four took place on local roads  Sixteen of the fatalities occurred in rural locations Seven of the fatalities occurred in vehicle rollovers Five of the fatal crashes were head-on collisions Two of the fatalities were motorcyclists
