Otoe County officials have rescued a dog and charged a Nebraska City man with abandonment and neglect.
Otoe County officials have filed charges against a Nebraska City man for suspicion of animal neglect.
Otoe County Attorney David Partsch said he filed the charges against Michael Shipley, 29, based on a police investigation at 421 Second Rue.
Partsch said the dog may have received some nourishment because garbage service workers had noticed him and gave him some food. He said neighbors also expressed concern for the animal.
Partsch said Shipley has relinquished ownership of the dog, which was taken the Arbor Valley Animal Clinic.
