    A Texas man was charged with a hate crime for a “knockout” attack on an elderly black man, the U.S. Justice Department said. Conrad Alvin Barrett, 27, is accused of attacking the man Nov. 24 unprovoked and said in a video, "The plan is to see if I were to hit a black person, would this be nationally televised?" The elderly man was knocked to the ground by a blow and suffered two jaw fractures and was hospitalized.
