  • City commissioners accepted Mayor Jack Hobbie's Monday appointment of David Partsch as the new city attorney effective July 8.
    Partsch, who will also serve in the elected office of Otoe County attorney, is the city's second attorney of record since 1970. He will replace Bill Davis, who has been appointed by eight mayors and served 43 years.
    Partsch worked with a Norfolk law firm before joining attorneys Richard Hoch and Jeff Funke in 2005.
    He plans to relinquish his private practice to focus on the county and municipal clients.
    Mayor Jack Hobbie said city commissioners had expressed their desire for Partsch's appointment shortly after interviews on May 13.
    Commissioners interviewed Partsch and Graham Charles Jura, a Lincoln lawyer who was an assistant city attorney in St. Joseph, Mo.
    His starting salary with the city is $48,000 a year.
    Hobbie said the city is interested in working with the county to establish an office for the county and city attorney at the Rowe Safety Complex.
    Partsch served as deputy Otoe County attorney until Funke was appointed as a county judge in 2007.
    He previously worked with Jewell, Collins, DeLay and Gray in Norfolk and was legal counsel for Nebraska Commission of Industrial Relations until 2001.
    Partsch earned his juris doctorate from the University of Nebraska-Lincoln and a bachelor's in business administration from Creighton University in 1997.
    He is currently chairman of the Nebraska City Community Foundation, president of the Rotary district and a member of both the science fair and alumni association.
