    The callers tell people they have won the lottery, but must pay the taxes first before their prize can be awarded.
    “If you are lucky enought to win some type of lottery,” police say, “any taxes or other fees would be withheld from the winnings before the winning money would be awarded. You would not have to send money in advance.”
    Cpt. Lonnie Neeman said operators of some telephone scams are based outside of the United States and lost money may never be recovered.
